High-level negotiations involving US, Moscow, and Ukrainian delegates began in Abu Dhabi this Tuesday, marking the latest step in attempts to forge a ceasefire deal to conclude the protracted hostilities in the region.
US Army Secretary Dan Driscoll allegedly met with a Russian delegation on Monday night, with negotiations extending into the following day.
“Negotiations are advancing smoothly with continued optimism. He is working in tight alignment with Washington as discussions unfold,” a spokesman remarked.
The Ukrainian top intelligence official, the head of military intelligence, was anticipated to join in the proceedings, though it remained unclear whether face-to-face engagement with Moscow’s delegates would occur or if distinct bilateral meetings would be conducted.
Identity of the Moscow delegation was not immediately clear. “I have nothing to say. Our position is to monitor press coverage,” a Kremlin representative informed official outlets.
The current talks come after recent discussions in a European nation where US and Ukrainian representatives modified a preliminary American plan for ending the war.
Moscow has so far not accepted the latest draft of the plan and is not expected to accept many of the Ukrainian amendments.
Russia’s foreign minister, Sergei Lavrov, stated that any modified agreement must embody the “intent and text” of what was agreed during earlier high-level meetings between both nations.
European officials are reportedly struggling to stay engaged in the process as American representatives drive the efforts.
Finland’s leader, a European figure, who has stepped forward as a primary contact between Washington and European leaders, commented that the immediate future would be decisive in attempts to find a resolution.
He reportedly held discussions with the Ukrainian president and Nato officials, emphasizing that “Ukraine’s destiny must be determined by Ukrainians, and with European security falling under Europe’s purview.”
At the same time, the French president, Emmanuel Macron, warned against a agreement that would amount to a “capitulation” for Ukraine.
“Terms presented suggest what Russia could agree to. Does that mean that it is what must be accepted by the Ukrainians and the Europeans? Certainly not,” he declared.
American plan was originally made up of multiple articles and was drawn from discussions between US and Moscow officials, with input from Kyiv security officials.

Subsequently, Driscoll briefed Nato representatives on the proposal in the capital, with one attendee labeling it as “an extremely difficult session” and noting that European ambassadors were stunned by both the substance and manner of the presentation.
Washington later softened its stance, indicating that the 28-point plan was an “opening point for discussion” rather than a definitive ultimatum.
While diplomatic efforts proceed, Moscow has continued its regular attacks on Ukraine’s urban centers.
Moscow’s forces allegedly fired dozens of projectiles and hundreds of unmanned aircraft at objectives in and around the capital, as stated by Ukrainian reports.
Zelenskyy emphasized that the Kremlin must not feel it could prevail in the conflict while talks were underway.
“The priority is coordinated diplomatic movement among all partners, through shared endeavors. Pressure on Russia must deliver results,” he stated.
Kyiv’s mayor confirmed that seven people had been fatally injured in the overnight attack on the capital.
